Invitee status changes when a meeting request is changed.

I have a user that has sent a meeting request out with required attendees. The user edited the meeting to change the time and resent the request. She noticed that some of the required attendees' status then changed to optional. Has anyone seen anything like this? We are using Exchange 2003 in a clustered environment, and i think the meeting organizer is using Outlook 2000, or possibly 2003.
