Invite Attendees button in OWA public calendar is grayed out

We recently implemented Outlook Web Access in a front/back configuration. All of our users can view the public folders just fine, and the users that have permission can save appointments to the master calendar in question. However, the "Invite Attendees" button is grayed out and unavailable to anyone posting an appointmet to this calendar when they are logging in via OWA. Using an Outlook client on the local network is still fine. Does anyone know if this is by design? Is there a way around it?
