Invalid File Name For Image - which Event

I have a report that contians an image, linked to a file.

If the file does not exist I get an error. What event raises this error? I have tried the OnError and OnActivate events to no avial.

The error occurs when the report opens in either design or preview mode

The looks as though Access looks for the file before looking at the report.
