Inv IE Content Message on MICS 5.0 w/ PRI

I have a MICS 5.0 over 1 PRI. When trying to place an outside call from a 7310, I dial 9-and the local number, and the display says "inv IE Content", and drops the call. After several attempts the call finally goes through.
Anybody know what this means, and how it can be fixed?
 
You have this message because The release reasons was enabled in your switch,You can find that under system programming,and keep pressing next till you see Release reasons,you will have three options NONE(default) or simple or Text and that what you have right now and you should change it to NONE if you don't want this message .Mainly the problem because either you have a fraction PRI and you deprovisioned some of the channels and you did't delete these channels under(maintenance) LINK Status,or you channels order are the same like the provider and you should be the reverse(if the provider asscendind you should be Descending),or the last thing I can think of is you have some bad channels.
