Internet Traffic Program?

We have a broadband connection (512kb) and it works excellent most of the time but at other times it is very, very slow and sometimes it dosn't work at all, then kicks-in back at full speed.
Can anyone recommend a NT workstation program (preferably free) so you can view i.e. current connection speeds, where the problem is etc.

I heard most of the time this kind of program which claim it will speed your connection up doesn't work to improve the speed too much, you may want to invest on the connection you really need in the long run, what is the application you are running now, how many max people is using the connect at the same time ?? we have 256K connections works for about 80 people at 2 sites.

if you have problem with speed all the time, you should talk to your ISP and yell at them if you think you not getting the bandwith you paid for
