sounds like the BB connection is fine; it's a machine isolated problem.

1. Your broadband connection is (probably) fine - as you can connect at a reasonable speed on one of your machines.
2. What's your network architecture?
e.g. ISP --- cable modem --- router
with both PCs plugged into the router?
3. What's your network IP configuration?
use the command prompt command "ipconfig /all". post the (full) results. do this for both machines.
there's a lot of issues which can impede your LAN connection (it does sound like a LAN issue, not a BB issue)
It could be your IP configuration, it could be a DNS issue (try pinging a web URL, then try pinging it's IP address - compare the results), it could be adware or spyware on your machine (Do you run Kazaa?), it could be a (misconfigured) firewall, it could be another app on the PC taking so much processing power that there's none left for IE!
