Internet SECURITY through Registry

I have an issue getting my internet security set through the registry.
I have an issue pertianing to some older pentium 266mHz systems running windows 98, and connecting to the internet VIA LAN proxy server.
What I have been trying to do is diable downloading on these workstations in order to make them strictly work ethical machines. If i diable the downloading within internet tools and apply, any user can go back in and enable it. What I am looking for is the key in which i can either remove the security tab or simply remove the internet options from within control panel.

I don't seem to be able to see the correct values within the key specified.
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet ExplorerControl Panel

If anyone can help me it would be greatly appriciated.

Man Thanks A lot.... I have been going crazy looking for the answers, microsoft's support is very very slim. They want money for everything.
I couldn't find any info relating to what i need.

carr still having an issue..... I can get the disable downloading registry key working..... where each time the computer is turned on the security will be set to disable.... except the button is still there so somone could change it to enable..... I can't get rid of Tools button.... or even then internet options in control panel. the fix u gave me didn't work.... specify buttons and then pick the certian one... does not wok...
