Internet Explorer isn't closing down completely

Hi guys, I'm having an issue with IE not closing completely. I'll have users in a Desktop Session and when they try closing IE, all it does is go back into the taskbar and just sits there, can't right click -> close or anything, can't even maximize it. Any ideas?

Is this a single server? What version of IE? Did it ever close down okay? Have you checked for virus/spyware? Emptying temporary internet files? Does it close down if you run it from the console? Does it happen for all users?

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.
 
Checked for both Spyware and Virus, clean as a whistle. It only happens to some users, I set temporary files to just 1 meg and those get deleted when the user logs out of the server. Happens to the same users on all 4 citrix servers. Closes fine when I'm in there as admin. I have ran out of ideas on what it could be. Is there maybe a reg hack that will force IE to close if the last instance of it is closed?

Also, something of interest, I have disabled right clicking on the taskbar so users can't right click and then close the window (this works for me when I shadow them btw and it closes the instance of ie) However, there has to be something else going on, any ideas??
 
Are those users members of a group that nobody else belongs too? If so, does it happen to ALL users in that group? Wondering if its some odd security issue. Better yet, logon to server console as one of the users having the problem. Does it happen?
