International Calling

I have a customer that needs to dial International(they are in US).They just got a new PRI with AT&T.When they would dial out they would get a busy.I can see it grab a Line.Have the ARS short code as 011N; Nuber 0N Dial.
The tech from AT&T states that they want us to strip the 011,So I did (user short code) I can see when someone dials that it is stripping the 011.Still busy.
Now the carriers telling me that the switch is sending out regular instead of International.Not sure what to do now.

Any suggestions

Make a shortcode like this:

SC = 011N;
TN = NsiCLI
Action= Dial
LineID= preffered outgoing lineID

The CLI must match the DID range of the PRI lines.
Example: DID = 012345678 were 6xx = extension range
if the phone has a DID number then the used CLI = 12345E if the phone has no valid DID number then enter the main number DID or do not enter any DID number
