Internation users on same server

US-based company with an office in the UK. IT staff was reduced in UK, making it difficult to support critical resources (there is an Exchange server in both offices).
Best bet would be to move the mailboxes to the US, allowing direct access via VPN thereby eliminating the need for a server in the UK.

My question is regarding timestamps of emails; what time will be listed- their time in their copy of Outlook (UK), or the time on the server (US)?

Everything should be in Universal Time and the time zone will be handled by the client.
 
Time will be time received by the Exchange server which is translated into local client time by Outlook/Windows using the time zone.
