internal error 16 when running on a P4 2.4HGz CPU

My customer has upgraded his pc to a p4 2.4ghz running win98,his clipper summer 87 app now gives an internal error 16, but was running fine on a p2-400 under win95. i have disabled the cpu caches to slow the system down ( only thing i could think of) but to no avail. any ideas??
