Internal emails show as delivered in Tracking Centre but do not arrive

I am running Exchange 2000 with Outlook 2003 as the clients.

We have an issue with 1 users mailbox. At random emails from other members of staff do not appear in her inbox.

They show in the senders sent items, and they show as delivered to local store in the Message Tracking Centre.

The user is not over the storage limit on the mailbox and if one person sends her 3 messages she can get 2 but 1 will go missing.

It seems to be completly random and I am stumped.

Let's start with the obvious stuff. Check for Outlook Rules, Junk Mail Filters, and any other personal mail organization settings that may exist.
 
Check for obscure client rules or filters in the Outlook account.
 
The user has no rules setup, or anything that moves/deltes the emails.

Still happening though.
