Does qmail have a way to create a user that is only allowed to send and receive email internally while allowing all others to send and receive both internal and external email?

If so how do I set this up?

To my knowledge you do not have a way of constraining a user from sending outbound using a particular ruleset for internal/external routing. Someone else may have an idea.
