Internal Calls Forwarding But External Calls Don't 1

I have an extension that need to forward to an external number. When calling the number internally it's forwarding as expected. But external calls are not forwarding to the specified number at all. Is there a class or something I need to adjust for external calls to be forwarded as well?

@KCFLHRC: It's set but I've seen no improvement. Here's the 500's setup. I've replaced the real number in the "HUNT" and "FTR FDN" fields with a fake number to make it, but the 9 at the beginning of the numbers is actually in the setting. I can't get the CFW FTR to take a number either. Keep getting a SCH0356 message if I just try to do "FTR CFW 91234567890" at the prompt.

IN LD 15, change your FTOP to FTLY. By default it is FRES which is fully restricted on trunk to trunk connections.
 
@KCFLHRC: Mind if I ask for some example prompts? I assume I would need to start with a "chg" then hit enter until it got to the FTOP prompt but are there any special values (i.e. type) I need to specify so that the system knows what I'm changing?
 
@KCFLHRC: Actually, I figured it out. I found that the net_data type is what I needed for the "chg" command but I'm not seeing any improvement in it forwarding.
 
I see you have HTD in CLS which will not allow hunting, which is a busy condition.
 
@KCFLHRC: Trying to enable HTA results in an SCH0349 error.
 
I eventually just broke down and removed the numbers as CDPs from our main system and created 500s there that forwarded to the external numbers. Seems to work fine and it's less hops than before. Thanks for all of the help and suggestions.
