Internal and External Email Size Limits

I'm looking at ways of talking my bosses into upgrading our exchange setup from 5.5 to 2000

One thing they want to be able to do is to set different size limits for emails dependant on if they are going to an internal or external address

Is this possible in Exchange 2000 or does it require extra software,

You can set it up per user, per distrubtion list internal and external, but be aware exchange .net is out in a few months id wait to be honest.
