Intermittent Web connectivity.some in domain can, some cant get to web

hi all, I have 3 users out of 25 that are the only ones that can get out to the web. I have checked DNS, DHCP, commonality in the PC's, stopped and started services etc. But still no connectivity for 22 users while for some reason 3 are good to go. any ideas??? noticed one of the users that can get out has Multilink PPP enabled, other than that theres no difference in the users that can get out and the others. logging in as admin doesnt matter. no pings work except internally on machines that cant access.All wires checked out. anyone got any ideas??

Do the ones that can get out use a proxy server or just route out via their default gateway? Do the others have a default gateway set? Is there a firewall blocking the other users?

Thanks for responding Chris.
All use the same default gateway. all are blocked by the same firewall setups. I scoured the web this weekend trying to see why some can and some cant and i am wondering if it could be different host files in the non functioning Pc's

Why not post ipconfig /all from working and from non-working so we can compare, and yes if you're using a hosts file, it could cause the problem.
