Any ideas on what would cause echoing, talking on a outside line on only one nortel internal phone in the network. The person talking hears her voice again but the other side of the line does not. This only happens to one telephone and it is not line related. And it does no happen all of the time.

That sounds like sidetone. Try swapping out the phone with another and see if the problem follows the phone.
I think I'd try swapping station ports too but that really sounds more like a carrier issue.
Many times a customer will report a problem like this on only one phone and not even know that other users are having the same problem.
