Intermit Low Volume Calls

I have 6 ISDN's coming into a PBX in Denver. This calls are then routed over VOIP tie lines between Denver and Costa Rica.

The problem is 1 out of 10 calls have low volume to the agents in Costa Rica.

The problem also existed when I routed calls per Frame Relay down to Costa Rica.

Just wanted to put this out there, see if anyone else had experienced this problem and what solutions they may have come up with.
 
I haven't experienced the problem, but would consider maybe one trunk has low volume and u are hitting it. When a agent has low volume status the trunk and see if it is always the same trunk member?
 
add a trunk id button to one or some of the phones and find out if its one individual trunk, then go from there.
 
That would work great on a TDM,since it goes down the same physical path each time, but the agents in costa rica are being handed the call off voip trunks. Those connections are not varied each time a call is made.
