Inter Forest Migration of user accounts??

We need to move user accounts from an older windows 2000 forest into a new windows 2000 forest. Is there any way to move user accounts from one forest to a different forest. I know movetree can only move between domains, is there anything else. I've also tried Active Directory Migration tool, but it gives an error that it can't connect to the source domain. Any suggestions?

Do you have a trust relationship set up between the forests?

No, I do not. I am trying to add the trusts and was getting an error saying the domain was not found. I added secondary DNS zones of the other forest to each of the DNS servers in the seperate forests. One forest will let me add the other forest into the trusts but the other forest will not. I imagine that cloning the users should work with ADMT after I get the trusts setup. Is there any good documentation on setting up external trusts that could help with my problem?
