Intel VPN Client - Fail to start phase 1 negotiation

I have a user who's loaded the Intel Netstructure VPN Client. He receives this message when attempting to connect to our VPN Gateway.

3.09.2002 [10:58:40] [ipsec] Fail to start phase 1 for a negotiation
13.09.2002 [10:58:40] [ipsec] New BASE SA for 128.241.65.62, INITIATOR , PRESHARED KEYS [0000]
13.09.2002 [10:58:38] [ipsec] Fail to start phase 1 for a negotiation
13.09.2002 [10:58:38] [ipsec] New BASE SA for 128.241.65.62, INITIATOR , PRESHARED KEYS [0000]

Indications (via Ethereal log) are VPN Client is not sending anything out the NIC port.

Ideas?
