Installing Windows to CD?

At my work, we run Windows NT. Sometimes, we will get dll corruption issues about twice a month. It's not a big deal, but if we could get a CD to boot to NT, it would be WAY easier to replace the corrupt files. Is this even possible? I am not looking for a ERD... I would like a working NTFS OS on CD...
