I think what you're asking is if a SATA II drive would perform equally/better/worse than a RAID IDE array?
Depends on a lot of factors, like what type of RAID (0, 1, 5) you will be using and the age/make/model/size of the drives.
This would make a good learning experiment. Create a RAID 0 IDE set and install the OS, then benchmark the HDD using a tool like SiSoft Sandra or HDTach. Then disconnect the IDE drives and install to SATA II. Run the same tests, and keep whichever is faster.
