Installing programs as a non-administrator in XP PRO

Wondering if it's possible to allow regular users the rights to install programs. My son has a user account (non-administrator) on our XP machine and when he goes to install a program an error message pops up with "Administrative priviledges are required to install this program." I've tried adding him as a Power User but still get the same message.

Power users can install programs that do not modify operating system files or install system services.
 
Try the Run As command. Details in Help and Support under the following heading.

"To start a program as an administrator"
 
Local group policies (run gpedit.msc), Computer Configuration, Administrative Templates, Windows Components, Windows Installer, Always install with elevated privileges - this should be configured on - read the description & warning!
