Installing Office on a Win 23 Terminal Server

I am trying to install Office 2000 onto a Windows 2003 Terminal server. I receive the following error message:

"Some default settings in Microsoft Office 2000 setup do not work properly on a Windows Terminal Server. To install Office on Terminal Server, you must use the instructions and tools available in your Office 2000 Resource Kit or at
I tried uing the instructions from that Microsoft page.
.....setup.exe transforms=termsrvr.mst

I still receive that message.

Tried typing in the full path to the termsrvr.mst with the "" marks. Tried relocating the file, tried copy the install files to the local drive.

Funny thing is that I built a Win 2K3 Terminal Sever Yesterday and did not have any problems.

change it to TRANSFORMS="path:\TermSrvr.mst"
(exactly like that, where path is the location of the .mst file)

example:
"E:\Office 2000\Disk1\Setup.exe" TRANSFORMS="c:\termsrvr.mst
