Installing certificate from Excel File (Excel 2007)

Hi, I have an Excel file that have already attached with the certificate. I have managed installed this certificate to most of the computers running Excel 2007. However there is one computer when I open this Excel file, it opens with a MS Office Security Options window. But it has only one option - Help protect me from unknown content (recommended). I can only click on OK or Cancel button. In either case, the certificate is not installed.

Please advice me on how to install certificate in this type of computers. I have tried logging in as local administrator but come to no avail.
