Installing apps on NT4 TS

I had to reinstalled Office onto my TS and I am getting the error Application failed to initilize properly (0xc0000022). Click OK to terminate.

What did I do wrong? Is there a way to correct it?

I have attempted to reinstall office a few different ways.

Add/Remove button
command line
running setup

and none seem to work. I did select install for multi users but it is not working. Please help me. these applications need to be working by tommorow . If you have any questions about the system let me know.
