Installing Apache 1.3.1 in Netware 5.0

I copy the directory to the volx:/apache in my netware server.-
I create my search entry.
When I type apache command for load apache server appaer :
"SERVER-5.00-918: Loader cannot find public symbol: __init_environment for module APACHE.NLM "
Somebody know as it is the problem??
