Installing a Nortel 22Button add on (NT2K22) to a 2616

I am trying to add the Nortel 22 Button add on to a 2616 with display phone; evereything is connected but I can not program the key 16-37 at the console..
Am I missing something?

look for a aom prompt in the phones tn and put in a 1.

By the way do you know how could I make that a phone call that is for user A and this user is on the phone or out of the office goes to user B and if user B does not respond it goes to User A voicemail?

set the fdn and hunt on users a phone to user b's number. set the fdn and hunt of user b's phone to voicemail. all calls to user a will go to user b if user a does not answer or is busy, than if user b doesn't pick up it will go to voicemail and mailbox of user a will receive call. cls settings on phones should include hta and fna.
