Installer Tool (Installutil.exe)

I am trying to install a windows service, but the Installer Tool (Installutil.exe) is not present in the Visual Studio .NET Tools folder, or anywhere else in Program files.

Does anyone know how or where to get it?

On my machine its here:

C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322
