Installation Packager on Presentation Server 3.0

We're testing PS3 and I'm trying to make the Packager application function. What happens is I can create a package through a recording without any errors, but when I go to install that application with Installation manager, it shows success, but no app gets installed. I've followed the instructions in the Installation Manager guide to the letter, but no joy. Any ideas or similar experiences?
