Installation Error SQL 7.0 on 98 se

I am trying to install SQL 7.0 desktop version on a win98 se machine and I keep getting an error message saying that it cannot complete the installation and to check the error log. The only error message I found on the log is as followed.


SQL Server is terminating due to 'stop' request from Service Control Manager.
Error: 17825, Severity: 16, State: 2
Could not close ListenOn connection..
Operating system error 10038.,


right before it gives me the error message it tells me that it cant connect.


Any help would be greately appreciated.
