Install SSH onto Windows 2003

I am at a loss. I tried installing RSHSVC onto my Windows 2003 server and it seemed to install the service correctly and then it even started the service. The problem is, everytime I try to execute a command to my server I keep getting an "access denied" response. I am doing this from a Windows XP SP2 machine. I have even added the machine name into the RHOSTS files. Any thoughts on what I am doing wrong????
