install keyboard language for all users

I installed xp pro in english and I installed a french keyboard as a second choice (in regional settings). It works fine. But when another user logs in, he/she has to install it as if I didn't. I do not want to do this manually for all 34 users who log into a specific pc.
Is there something that I can do?

This is no something I've tried, but it might have somthing to do with registry setting under:

HKEY_USERS\.Default\KeyboardLayout\

Be sure the language keymap is installed.

I think k9dog means keyboard layout. In your case it is installed. Remember - changing default keyboard layout to french will change logon dialog keyboard layout too and this can lead to problems with passwords if some characters are in different places for FR and EN keyboards.
