Install CR85 Project and MS-Access

I have a client who created a project that has been implemented by VB6, CR8.5 and Microsoft Access 2000 database. They wanted to install it on end-user systems. At first they used the Package and Deployment Wizard for making the installation package, so every thing is fine and I can install it on user systems successfully. But, now they don't want to use PDW for installation of their project, they want to register the necessary .dll and .ocx files themselves. I did it, but the project doesn't work on user systems. I don't know what PDW does that we can't do ourselves. The other thing is, the error is only in CR part. The VB6 .dll and .ocx files have registered correctly and those parts work.
Any help would be appreciated.
