Do i need to intsall SQL server in my Notebook to install AssetCenter ? can i install AssetCenter without any DB engin (Oracel,SQL,.....) ?

Select the full install option, SQL Anywhere will be installed, so that you can view the demo database. If you look in the directory after installation you should find an EmptyXXX.DB file this can be used to develop systems. (Testing Functionality)
You have to have some way to access a db. You can use an ODBC connection if you don't want to install a db on your machine or if you are just testing, then you can use the SQL Anywhere db that comes with the software. CAUTION! Use this db for small db's ONLY!! It cannot handle anything larger than approx 5,000 assets.
