Instaling ActiveState perl for NT. problem with PPM !

Hi all,
I installed ActiveState perl on a NT4 sp5 with IIS4
1) had to map the extension manualy, install did not do it alone. Is it normal ?
2) i have NO internet connection on this server, how can i install DB_FILE.pmi need for my web search ??

Can anyone help ??
