Inspiron 7500 OS deleted

My bro has an Inspiron 7500. He had Windows Me on it. He went to boot it today and it said OS not found. He repartitioned it, installed Win 2k. It booted, he went to install new drivers. The thing made some sort of siren noise and crashed. When he went to boot it again, it said OS not found like it did before.

Is this a bad Hard Drive? Or is it a bigger problem?
