is there any way i can use code to stop users from inserting rows on an unprotected sheet in excel?

Go to last cell - since excel 97 it is IV65536 and put there something. The user will not be able to add row/column. However, it will be possible after deleting a row.

I don't think so - it is standard warning and do not think that it can be easily disabled. It is better to protect worksheet or write VBA application.
