Increasing per-server licenses

The Windows 2003/Exchange 2003 apparently has 10 licenses in per-server mode, and we need to add 10 more.
I can't find out how to increase the count.
One thought is to switch to per-user mode and get 10 more per-user CALs.
Is this the best way, or does someone have a better idea?
