For me it looks that only 3 digits are sent in the package, the last one goes in the INFORMATION message. Why?
Either you have NL wrong, or maybe something in NUTRP? Then, the protocol is private network from the remote end (Patton), check your rodap and rocap, also roddp. Did you change the D1 in roddp to "1"? Try also 16061...... in roddi. This is almost sure a parameter issue, not a SW fault, so double check everything.
I have no clue about the Patton configuration, so in that case cannot help.
But simply, create a private network connection towards Patton, and try again....
