Extension(DBC 201/211) cannot receive calls externally.Can dial out internally and externally.Please help

Is the number of the extension in your DDI series (Direct In Dial)?

Yes the number is in our DDI series.It sometimes rings once then drops.Again it sometimes says congestion

can you check following :

SERV-Parameter of extension :
D5 Direct in-dialing characteristics
0 Blocked for traffic from public exchange.
1 Open for traffic from public exchange.
2 A-subscriber will not be charged on answer.

TRAF-Prameter of extension and incomming route:
D7 D8 Traffic Connection class

TCMAP:CON=T;
Check traffic connection matrix, if the connection between trunk and this extension is allowed
