Incoming calls

When I have my phone line hooked up to my modem I can access the internet, and with the ISP shut down or the computer shut down I can place calls out but no one can call in. the phone either rings busy or rings once then goes dead. I hooked my G/F's computer up and it works fine. Mine worked fine in my last home but not in the new one? Does anyone have any clue what could be wrong?
