inbound calls route to alternate system

Hello is there a way in the cs1000 to route calls that do not match any dns on the sytem out another PRI? for example any inbound calls that would normally get a fast busy, i need to reroute to another phone system connected via a few pri's. i would possibly need this to happen for 4 digit internal calls as well.. say i dial 4000 and that dn isnt on the nortel system, instead of a fast busy i would need it to send the call to the other pbx via the pri's and let it fail there if that dn isnt on that system either.
 
Yes there is a way to route calls for not existing numbers. In Net-Data is a prompt VNR. ( vacant number routing)

CDPL is CDP length
UDPL is UDP length
It´s for virtuell trunking (H323 or SIP).
