Importing HTML into emails in Outlook on Mac

Does anyone know a way to import HTML from files into emails in Outlook on Mac OS (9)? I can only seem to import text files, which causes it not to process to the HTML. It is not possible to edit in source view either, so I cannot even cut and paste.
