Exchange 2003 and Windows 2000/2003 use the same directory services to store the account data...ie...Active Directory. AD holds all of the exchange attributes and the exchange server holds all the mailboxes and routes the e-mail, etc. As long as you have the appropriate version of AD Users and Computers all you have to do is right click on a user account and choose "exchange tasks". From there choose create a new mailbox. It's that simple, but i'm not sure if you can highlight all of them at the same time, right click, and create mailboxes for all them (I have never tried it).
