IMC initialization failure

I have Exchange 5.5 (SP4) loaded on a Windows 2000 server into an existing site. I am trying to load an internet mail connector on this box. After installing and configuring, I get the following error when trying to start the IMC:

"The Internet Mail Service did not start because the custom routing program could not be loaded. Verify that the setting for the custom routing program in the Routing tab of this services object in the administrator program points to a valid DLL. If no custom routing DLL file exists, then remove the setting."

There are not any custom routing programs set up on this connector.

Anybody have any ideas?
 
Have you tried the Exchange 5.5 disclaimer on that server? That sometimes causes this.
 
Actually, we did intstall a disclaimer. But we had no problem with it on our original IMC server. Although it was an NT 4.0 box.

Any ideas on how to remedy this? Or should we just delete the connector and start over?
