I would like to move my cursor over a part of an image and have another part of the same picture show a different picture.

Sorry I am short of time and can't offer detailed guidelines, but this is possible in PSP.
You need to create the 2 graphics that you want to display ... the original and the original with the required part changed.
You then need to use File/Export/Image Slicer and the Rollover Creator found in the Image Slicer.
Hopefully you will be able to follow how to do this from the Image Slicer and Rollover Creator Help files.
