Illustrator hides tools on the toolbar from me

Yeah, that's right. You know how you're supposed to right-click on a tool to get more tools? Well when I right-click, I get nothin'. So I'm stuck using scissors instead of a knife. And I know I have the tools, because I can get to them using keyboard shortcuts. Is it that Illustrator 9.0 for Windows 98 doesn't understand my right-clicks at all? Yes, my mouse(actually, trackball) works just dandy, thank you very much. Anyway, what do you recommend?
 
Right clicking on a tool does nothing for me, as well. I have to click and hold down to expand the toolbox window, then reselect the new tool and release.

I just assumed that was THE only way it worked! Hmmmm....
could this mean....?
