First, make sure all unnecessary programs running in the background are shut down(especially an antivirus program).

If that does not work, then it's possible that one of the InstallShield files are corrupted.
Follow the steps in this link to delete and reinstall the InstallShield's Engine:

Howdy:

Searching your error, I found this..

Resolution
Windows 2000 and earlier

Select Start > Run.

Type DCOMcnfg.exe. This launches the Distributed COM Configuration Properties dialog box.

Click the Default Security tab.

Click the Edit Default button in the Default Access Permissions section.

Make sure you, as the user, have Allow Access next to your name.

If you do not have Allow Access next to your name, either modify an existing profile or create a new one that has the necessary permissions.

Apply all the changes and try to run your setup.

Sesaskdfc, whatever you're smokin, pass it along. Forgive me if I'm wrong, but this is a 9x forum, I don't remember that utility being available for 9x, but I don't know everything...

Is your existing video card driver working right, or are you using a standard? You might try removing the existing driver, and try it again. But as mentioned above, end task all of your background softwares, and try an archived driver if there is one available on the site... Sometimes the latest drivers are buggy, and try to search out the manufacturer of that card. A lot of generic cards with nvidia chips don't like the universal nvidia drivers.
