IIS4.0 Logging non Local Time

I am using IIS 4.0 and the Log is selected to W3C format and my problem now is that the time of the log files are not the local time which is GMT(+08:00).

The webserver is set to the right time zone, the generated logs are of the GMT(+0:00).

Please help me with this problem. Thank you very much.
 
Internet Information Server (IIS) administrators cannot change the extended log file format to use a time zone other than Greenwich Mean Time (GMT). The extended log file format defined in the W3C Working Draft WD- logfile-960323 specification calls for Date and Time files to be in GMT. This is by design.
